Abstract

長野県に広く生息するツキノワグマ（Ursus thibetanus）と人間とのあつれきが，最近になって増加している．長野県は，1995年にツキノワグマ保護管理計画を策定し，計画に基づいたツキノワグマの保護管理施策を実施してきた．保護管理計画は2002年に特定鳥獣保護管理計画に位置付けられた．長野県は，計画策定時の1995年と改訂時の2002年，及び2007年に，合計3回のツキノワグマの個体数調査を実施している．当初2回の調査では直接観察法が採用され，3回目の調査ではヘア・トラップ法が採用された．1995年，2002年，及び2007年における推定生息数は，それぞれ1,362頭，1,325～2,496頭，及び1,881～3,666頭であった．1995年と2002年の計画では，個体群サイズを1,300頭水準に維持するために年間捕獲上限数を150頭に規制していたが，生息数推定値の信頼性が低いことから，2007年の計画では，固定した捕獲上限数を設定していない．これは，様々な仮定に基づくこれらの推定結果の信頼性は疑わしいためである．正確な個体数の推定よりも，クマ個体群の動向を監視することのできるモニタリング手法を確立することが，日本のツキノワグマ個体群管理における最も重要な課題である．

English Abstract

Conflicts between humans and Asiatic black bears (Ursus thibetanus), largely inhabiting gano Prefecture, have been increasing recently. The gano Prefectural Government drew up a black bear ma gement plan in 1995 and has implemented black bear ma gement actions based on the plan. The plan was promoted to Specified Wildlife Conservation and Ma gement Plan status at its revision in 2002. The gano Prefectural Government estimated its bear population size three times, first for the plan in 1995, and then for each of its subsequent revisions in 2002 and 2007. The direct count method was adopted in the former two estimations, while the hair trap method was adopted in the last estimation. The estimated population sizes were 1,362, 1,325–2,496, and 1,861–3,666 in 1995, 2002 and 2007 respectively. An upper limit of 150 annual kills was established in the hopes of stabilizing the bear population at 1,300 individuals, the level in the former two versions of the plan, whereas no fixed number was established in the most recent plan because of the low reliability of the estimated population size. The most necessary course is to develop simple and easy population trend monitoring methods rather than accurate population size estimation for black bear population ma gement in Japan.
